This would be Charles Kay Ogden (1889-1957), founder editor of the journal Psyche in which McConnel published and an editor at the publishers Kegan Paul. His book The Meaning of Meaning, with I.A. Richards (1923), is referred to in the margin of one of McConnel's notes, and contained a supplementary section by Malinowski on 'The problem of meaning in primitive languages'.
